The High Price of a Public Authority in Wisconsin

Louisiana is one extreme example, and Wisconsin recently became another.  Budget deficits alone don't explain Wisconsin's cuts, as UW-Milwaukee professor Richard Grusin has pointed out  in his analyses, so the next question is what does explain it?
